Versova Bandra Sea Link Project

1. Background:

• GOM appointed MSRDC as Nodal Agency on 19/12/2009.
• MSRDC has appointed Consultant on 31/05/2010 to carryout TEFS.
• Out of 4 alignment options, MSRDC Board approved the alignment on 01/07/2011 which runs about 900m away from the coast.
• Cabinet Sub Committee on Infrastructure Govt. of Maharashtra approved this alignment vide GR dated 29/12/2011.
• Due to introduction of Coastal Road concept the project was put on hold.
• On 29/04/2016, again it was decided by Maharashtra Govt. to pursue this project.
• MSRDC submitted the proposal to Cabinet Sub-Committee on Infrastructure on dated 13/06/2017.
• Govt. sanctioned administrative approval to carry out the project on EPC basis as per GR dated 04/12/2017.

2. Need of the Study:

• A need to develop the ring road to cater to the through traffic to Mumbai from North to South and from East to West and vice versa was felt from time to time. The proposed ring road would be formed by Eastern Freeway connecting the Western Freeway at Nariman Point through Acharya Donge Marg. As regards to Western Freeway, the Bandra – Worli Stretch is already commissioned and from Worli to Nariman Point being under implementation stage by MCGM.
• In the last few years there has been major growth in the Western suburbs, specially around Andheri, Goregaon, Borivali area and the road traffic has increased tremendously. From the earlier studies, it was found that about 50% of the traffic going towards South Mumbai is originating from suburbs beyond Bandra like Andheri, Bandra, Goregaon. With construction of Versova-Bandra Sea Link, the traffic of northern suburbs need not go on the city roads i.e., S.V. Road, Western Express Highway etc. may divert some of the traffic to Versova Bandra Sea Link Project.

3. Benefits of the Project:

• Mental peace to the Driver due to ease of traffic.

4. Prefeasibility Study:

• Prefeasibility study was carried out by M/s CES (I) Pvt. Ltd to establish the need and broadly study features of the project in the year 2007-2008.

• MSRDC appointed M/s. Parsons Brinkerhoff India Pvt. Ltd & Consortium [In Association with M/s. Pentacle Consultants (I) Pvt. Ltd. M/s. RITES Ltd. INDIA, & M/s. iDeck, India (Infrastructure Development Corporation Karnataka Limited)] as a Consultant for the project on 31/05/2010.

• The Consultant studied the various alignment options and finalized the 5 options to select the best suitable alignment option.

• MSRDC has appointed M/s. Louis Berger, as Authority Engineer to the project to carryout Peer-Review of the DPR prepared by earlier Consultant and pre-tender and post-tender activities vide work order issued on18/07/2017.
• The Consultant (M/s. Louis Berger) has carried out the Peer-Review of the techno-economic feasibility study carried out by earlier Consultant. The Peer-Review report was submitted on 14/03/2018

5. Salient Features of Project:

• Length of main Sea link – 9.6 km (4+4 lane).Including Connectors total length is 17.17 km .
• Bandra Connector (2+2 Lane), Carter Road (3+3 Lane), Juhu Koliwada (2+2 Lane), Nana Nani Park (3+3 Lane).
• Cost of the Project:

• Total Project Cost Rs. 11,332.82 Crores
• Construction Cost Rs. 6993.99 Crores

6. Status of Project:

• MMB has accorded consent vide their letter dated 13/04/2012
• CRZ Clearance was accorded vide MOEF letter dated 09/01/2013.
• State Government has accorded Environmental Clearance on dated 02/02/2017.  
• FRA Certificate was issued from Office of the Hon’ble Collector, Mumbai Suburb on dated 09/04/2018

• Three bids were received on 09/03/2018 as follows :-

• On 12/03/2018 financial bids were opened and Hon’ble board MSRDC approved L1 on 04/05/2018. According LoA (Letter of Acceptance) was issued on 05/05/2018.
• The EPC Contract Agreement was signed between MSRDC and M/s. Reliance Infrastructure Ltd. & Astaldi S.p.A,(JV) on 04/09/2018.
• EPC Contractor has submitted the Performance Security Bank Guarantee amounting to    Rs. 3,49,69,95,000/- on dated 11/09/2018
• Actual work will commence from Oct. 2018. The Scheduled Construction period is 5 years from the Appointed Date.
